Big changes are coming in the way we qualify mariners, including in the offshore oil and gas world. On December 24, the Coast Guard issued its rules on implementing revisions to the international rules on seafarer training, certification and watchstanding. Any boat company that is not focused on what these changes mean has its head in the sand, because the world has agreed that this is the way the rules will be enforced.
